ICAO’s Communications, Navigation, Surveillance and Frequency Spectrum Management (CNSS) Section is the primary focal point within ICAO’s Air Navigation Bureau for standardization and implementation support of aeronautical communication, navigation and surveillance systems, as well as aeronautical radiofrequency spectrum management. They advise States, as well as ICAO’s Council and Air Navigation Commission on CNS matters, and they have the overall responsibility for Annex 10 – Aeronautical Telecommunications and other CNS-related guidance documents. They maintain a primary coordination role with the International Telecommunication Union (ITU) and the CNS-related network. Additionally, CNSS has developed a frequency finder tool to assist Member States in frequency management.
The Section conducts studies and manages work programmes aimed at evolving the required CNS systems roadmap and frequency spectrum access strategy and its rollout plans, in the short-, medium- and long-term, in a performance-based and service-oriented manner.
The Twenty-Sixth Meeting of the Communications, Navigation, and Surveillance Sub-group (CNS SG/26) of the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG), was held from 5 to 9 September 2022. The meeting was attended by 247 participants from 26 States/Administrations and four International Organizations, as well as seven industry partners. Based on the outcomes of the 11 online meetings and three webinars on CNS-related matters organized in 2022, the CNS SG/26 meeting discussed 34 working papers, 23 information papers, and six presentations under 16 agenda items, reviewed and endorsed a total of five conclusions and two decisions, as well as drafted five conclusions and one decision for APANPIRG/33 consideration.
To promote new procedures, facilities, and technologies that could be potentially beneficial to improve CNS services, the meeting also discussed and shared experience and application of new technologies, including the International Aviation Trust Framework, UAS-Based Flight Inspection, Radar-based Monitoring Systems, and Digital Tower, etc.
The meeting adopted the revised AFTN/ATSMHS Routing Directory, Revised ADS-B Implementation and Operations Guidance Document (AIGD), Mode S DAPs IGD 4.0, and ATMAS IGD Edition 1.0. The meeting endorsed the revised Amendment of the Management Service Agreement for the CRV project (RAS14801), the decision to extend the CRV Contract for one year, and the revised Surveillance Strategy for the APAC Region for APANPIRG/33 adoption, which was adopted by APANPIRG/33 held in Bali Indonesia from 22-24 November 2022. Besides these, several significant decisions for various CNS-related matters were taken after a detailed deliberation.
