By APAC Office - ICAO on April 1, 2025

The ICAO Asia-Pacific (APAC) Flight Procedure Programme (FPP) is a collaborative initiative funded by a consortium of APAC States. Its primary objective is to assist Member States to develop sustainable capability in the instrument flight procedure (IFP) domain. The FPP was established to accelerate the implementation of performance-based navigation (PBN), which enhances safety, access, and efficiency and reduces environmental impact. The programme is hosted by the Civil Aviation Administration of China (CAAC) in Beijing, China, with a focus on several key areas:

  1. Procedure Design Courses: Offering comprehensive training courses on the design of instrument flight procedures
  2. On-the-Job Training: Providing practical, hands-on training to enhance the skills of aviation professionals
  3. Support for Design: Offering technical support and guidance in the design of light procedures

On November 26, 2024, Indonesia officially joined the ICAO  as a User State. The signing ceremony took place at the International Civil Aviation Organization (ICAO) APAC Regional Office in Bangkok, Thailand, during the Thirty-Fifth Meeting of the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG/35).

Mr. Syamsu Rizal, the Director of Air Navigation, Directorate General of Civil Aviation, Ministry of Transportation, signed the document on behalf of Indonesia witnessed by the ICAO APAC Regional Director Mr. Tao Ma. He was accompanied by other delegates, highlighting the collaborative effort and commitment of the Indonesia aviation sector to this initiative.

Since its inception, the ICAO APAC FPP has delivered numerous training courses and workshops, benefiting thousands of participants from various States in the APAC region. These training includes Basic PANS OPS training, PBN Procedure design, refresher courses, and more.

By joining the ICAO APAC FPP, Indonesia aims to enhance its aviation safety and efficiency through improved flight procedure design and implementation. The Inclusion of Indonesia in the ICAO APAC FPP mark a significant step towards regional cooperation and capacity building in the aviation sector. It underscores the commitment of APAC States to work together in achieving higher standards of aviation safety and operating efficiency.
