The ICAO Asia-Pacific (APAC) Flight Procedure Programme (FPP) is a collaborative initiative funded by a consortium of APAC States. Its primary objective is to assist Member States to develop sustainable capability in the instrument flight procedure (IFP) domain. The FPP was established to accelerate the implementation of performance-based navigation (PBN), which enhances safety, access, and efficiency and reduces environmental impact. The programme is hosted by the Civil Aviation Administration of China (CAAC) in Beijing, China, with a focus on several key areas:
- Procedure Design Courses: Offering comprehensive training courses on the design of instrument flight procedures
- On-the-Job Training: Providing practical, hands-on training to enhance the skills of aviation professionals
- Support for Design: Offering technical support and guidance in the design of light procedures
