The Frequency Finder (FF) ICAO developed assists Regional Offices and States with managing and coordinating aeronautical frequency assignments. This programme combines the data base management functions for updating the ICAO COM lists, calculation of interference areas and a geographical interface for plotting of the frequency assignments, including any interference area, on a map. The graphical interface can be used to overlay frequency assignments on certain geographical areas such as ACC or FIR sectors, with air-routes and combined with other ICAO databases that are being developed.
The Workshop on Frequency Finder (FF) was held at the ICAO Asia and Pacific (APAC) Regional Office (Bangkok, Thailand, 9-13 October 2023). The Workshop was attended by Thirty-two (32) participants from Ten (10) States/Administrations, which alternated between presentations of the frequency assignment planning theory and provisions contained in Annex 10 Vol V, Doc 9718 Vol I and II; presentations of practical examples based on that theory using the FF tool; and exercises by the participants, using practical examples based on frequencies contained in the APAC Com list 3.
To address the challenges in aeronautical spectrum utilization and protection, and enhance the coordination between States within the Region or with States of the neighboring Region to avoid interference or any potential risks to safety, the Workshop shared experience gained in using Frequency Finder since its implementation, introduced the new functionality modules to the APAC region, supported the migration of APAC Frequency List No. 2 for NAV frequency assignments (COM list 2) from yearly publication to the Frequency Finder global database, as well as provided an opportunity to review the established procedures and emerging issues.
