Air transport provides an essential service in the development of a modern economy. Globalization, communications and markets have expanded around the world thanks to aviation. By spurring tourism and trade as it continues to grow, aviation contributes to increasing consumer benefits and choices, creating jobs and generating numerous socioeconomic spin-offs for States. The increased connectivity that aviation delivers should lead States to further reinvest in this sector, thus creating a healthy cycle of aviation development and economic prosperity in the States and regions that prioritize planning and investment commitments.
Master planning of the aviation system is critical to ensuring a State is ready to revitalize its aviation sector in the post-pandemic recovery. It is fundamental for States to develop a CAMP to provide their governments with an outlook of the prospect for civil aviation within their States.
ICAO’s Civil Aviation Master Planning (CAMP) training provides senior and middle managers of State Civil Aviation Authorities (CAAs) and other aviation stakeholders with the competencies required to develop, implement, and update a Civil Aviation Master Plans (CAMP), including the alignment with national development plans and the United Nations 2030 Sustainable Development Goals (SDGs), in accordance with the relevant ICAO provisions.
The ICAO Asia/Pacific (APAC) Office organized the National Session of the Civil Aviation Master Planning (CAMP) Training Course in Bali, Indonesia, from 30 October to 3 November 2023. The course was delivered to selected participants from Indonesia. The opening ceremony of the National Session was held on 30 October 2023 in the Stones Hotel – Legian Bali, Indonesia. As the Chief Guest, Mrs. Maria Kristi Endah Murni, Director General of Civil Aviation, Indonesia, shared opening remarks (video) to all participants and inaugurated the course. The opening ceremony also included a welcome video message by Mr. Juan Carlos Salazar, ICAO Secretary General.
This year, ICAO has also organized back-to-back Regional Session of the CAMP Training Course in Nadi, Fiji, from 10 to 14 April 2023 at the Hotel Novotel Nadi Conference Hall and the National Session of the CAMP Training Course in Manila, Philippines, from 17 to 21 April 2023 in the Civil Aviation Training Center (CATC), Metro Manila, Philippines. These two courses were attended by 55 participants from 8 member states: Fiji, Indonesia, Kiribati, Malaysia, Philippines, PNG, Samoa, and Tonga.
Previously, in 2022, ICAO organized two additional sessions of the CAMP Training Course in Kathmandu, Nepal, from 17 to 21 October 2022 and in Bangkok, Thailand, from 24 to 28 October 2022, in which a total of 52 participants from 9 APAC Member States, namely, Bangladesh, Cambodia, India, Lao PDR, Nepal, Pakistan, Sri Lanka, Thailand, and Vietnam attended the course.
To date, 132 Civil Aviation Authority senior and middle Managers from 17 APAC Member States have successfully attended CAMP training. We are particularly proud to see approx. 45 women participated in this strategic course, paving the way to advancing Gender Equality in aviation.
