In this article, the Cooperative Aviation Security Programme in the Asia Pacific (CASP-AP) is providing a summary of the key events and initiatives that took place during the first half of 2023. A total of 93 security and aviation industry personnel attended ICAO and CASP-AP developed training and over 20 staff from Appropriate Authorities and 30 Industry participants attended state-specific/focused capacity building activities.
Furthermore, several important documents have been developed or updated and are available on the CASP-AP secure portal for the benefit of Member States/Administrations:
- Updated and expanded AOSP (incorporating amendment 18, Annex 17)
- SSP guidance material (incorporating amendment 18, Annex 17)
- Updated CASP-AP Quality Control related tools and forms
- Appropriate Authority Enforcement Manual guidelines and the related State self-assessment tool
Comprehensive discussions relating to Pacific aviation security challenges and how to maximize collaboration opportunities with key security personnel and decision makers in both states and with the Acting GM of Pacific Aviation Safety Office (PASO).
Singapore hosted the 9th CASP-AP Annual Technical and Operational Meeting (ATOM); 31 delegates from 9 Member States/Administrations and 5 Partners attended. The ATOM focused on risk management, emerging issues, training development, quality control, covert testing, and the resolution of security concerns.
CASP-AP conducted a joint seminar “Legal Aspects of AVSEC” with Singapore CAAS. The seminar has recently been updated. There were participants from Singapore, Philippines, Malaysia, Thailand, and Cambodia.
A capacity building assistance mission to Timor-Leste, building upon the previous RO AVSEC Combined Action Team (CAT) mission. Arrangements made to implement the Aviation Security Improvement Plan (ASIP) and organize future assistance needs.
The ICAO NCASQP workshop was delivered in Timor-Leste, with participants from Timor-Leste and Vietnam. This training was part of the ASIP.
The ICAO Airport Security Supervisor Course was delivered exclusively for Nepalese participants, with a broad range of industry representatives attending.
CASP-AP provided capacity building assistance in the Maldives, responding to a request from Ministry of Defense (MOD), and delivered the CASP-AP Combined Quality Control Workshop with participants from Maldives, Thailand, Malaysia, and Singapore.
The recently developed CASP-AP Basic AVSEC Screener Course was delivered in the classroom for the first time in Malaysia, attracting participants from Malaysia, Thailand, Bhutan, and Cambodia.
The Appropriate Authority approached CASP-AP for a capacity building mission to assist with meeting international obligations in areas prioritized by Cambodia.
