Recorded Sessions: Second Unmanned Aircraft Systems Industry Symposium (DRONE ENABLE/2)

The International Civil Aviation Organization (ICAO) convened DRONE ENABLE, ICAO’s Second Unmanned Aircraft Systems Industry Symposium (DRONE ENABLE/2) from 13 to 14 September 2018 in Chengdu, China. The theme of DRONE ENABLE/2 was going from unmanned aircraft system traffic management (UTM) to air traffic management (ATM) – transitioning from segregation to integration.

The symposium brought together key aviation stakeholders from the industry, academia, government and international organizations to exchange research, best practices, lessons learned and respective challenges. Attention was given to the complex issues presented by UTM which need to be addressed collectively in order to integrate UAS into the global aviation system. The speakers at this event were selected following a Request for Information (RFI), after the proposed solutions and potential for global application and supporting infrastructure requirements in the submissions, had been considered.

The symposium presented an opportunity for networking, collaboration and coordination between civil aviation authorities, industry and both new and existing stakeholders as we move forward in this dynamic field. It also provided a unique opportunity to foster the emergence of a comprehensive and harmonized regulatory framework to support UAS activities.

This is a rapidly evolving sector of the aviation industry and there was a lot of information that we can share. We recorded all of the sessions that took place over the two-day event, we are sharing all of the great presentations below.


Day 1 – 13 September 2018

 

Session 1: Welcome remarks and a successful year at ICAO – moving the RPAS and UAS files

This session will provide an overview of the work undertaken by ICAO RPAS/UAS on the advancement of RPAS regulatory material and the UTM Framework developed from the DRONE ENABLE/1 efforts.

Session 2: What is UTM and why is it separate from, but interoperable with, ATM?

This session provided an opportunity to explore the roles and functionalities of UTM and ATM from the technological and operational perspectives. This allowed for an understanding of the relationship between UTM and ATM systems and the critical issues driving the need for interoperability. Note – This session set the scene for the upcoming sessions which addressed technical solutions submitted through the RFI process.

Implementation of a Global Aviation Trust Framework to help enable innovation and interoperability. Providing a possible solution for integration of unmanned aircraft into non-segregated airspace and enabling the provision of a digital identity capability, with the potential for such information to be globally transferable. This presentation will discuss how previous experience in establishing trust in the aviation community can be applied in a modern context to solve today’s demands for the interoperability, security, and innovation required to enable UAS operations.

Day 2 – 14 September 2018

Session 5: Keynote speech, UTM framework update, and beyond UTM – something out of the ordinary

UTM – Something Out of the Ordinary:

This session included several unique presentations on various topics, outside the scope of the UTM discussion, that are relevant to the advancement of the UAS industry.

Session 6: A discussion about the realities of ATM & UTM interoperability

This session discussed the similarities/differences between the technical and operational capabilities provided by ATM today, and the capabilities being developed for the UTM environment. When discussed, many are seeing similarities, but are they truly similar? If so, where are they similar? If not, assuming ATM stands sufficient, to what degree does UTM need to match up?

Is the technology that has driven the development of UTM applicable to high altitude operations? What commonalities do high altitude airspace management share with UTM?

Session 8: Aircraft Registry Network (ARN), event wrap-up and next steps

Aircraft Registry Network (ARN): The aircraft registry network which ICAO has spearheaded was explained, including its purpose, intended functionality and interaction with national registry systems. A live demonstration of the system was provided.

Wrap up and next steps:  Looking back at the presentations and related discussions, what were the key points that garnered support? Can we begin to define the boundaries of a potential UTM system and where the UTM and ATM systems meet? Can we identify the critical information streams needed to enable such a dynamic system? How do we use the information provided during DRONE ENABLE/2 to further the framework developed from DRONE ENABLE/1 activities?
