An air traffic flow management update

The ICAO Asia/Pacific Air Traffic Flow Management Steering Group (ATFM/SG) is the regional body responsible for developing and updating the Regional Framework for Collaborative ATFM. ATFM/SG’s mission is to overview Collaborative Decision-Making (CDM) coordination, facilitate the ATFM programs conducted in the region, and review their effectiveness.

The group also works closely with other regional bodies in the fields of Airport Collaborative Decision-Making (A-CDM), Aviation Meteorology (MET) and System-Wide Information Management (SWIM).

Unlike other ATFM network concepts, the Distributed Multi-Nodal ATFM Network—the fundamental APANPIRG-agreed regional concept for Air Traffic Flow Management—does not depend on a centralized ATFM network management facility.

Among the many sub-regional and State ATFM programs is the APAC Cross-Border Multi-Nodal ATFM Collaboration (AMNAC). This one contributes to ATFM capacity development in the APAC region.

An essential component of the Regional ATFM Framework is the “Performance Improvement Plan,” which details the APANPIRG-agreed performance expectations for all Asia/Pacific States.

One expectation is that all APAC States support regional ATFM results by facilitating flight compliance with ATFM measures ground delays distributed by other States.

ATFM/SG will hold a virtual meeting from 2-6 August 2021. There will be discussions on a broad range of items during the conference, such as the inclusion of CDM-related tasks in the ATFM/SG/11 work programme following the proposed dissolution of the Asia/Pacific A-CDM Task Force (APA-CDM/TF).
