ICAO and the EU: Supporting Member States, building capacity and implementing international standards

Ensuring No Country is Left Behind is one of our biggest priorities at ICAO.  We work with key stakeholders across the globe to secure the resources needed to support capacity development, implementation assistance, and transformative aviation projects. These contributions not only strengthen the foundation for safe, secure, and sustainable aviation, but also help States align with the broader United Nations Sustainable Development Goals—making aviation a powerful driver of inclusive growth and global development.

Behind aviation capacity-building initiatives there is significant coordination between partners to support ICAO Member States in implementing international aviation standards. Two years ago, we expanded our cooperation with the European Union (EU) through aviation capacity building, technical assistance and implementation support. The fourth Annex to the ICAO–EU Memorandum of Cooperation established a framework for closer coordination in supporting aviation development worldwide.

This collaboration was on full display during the 2nd ICAO–EU Dialogue on Capacity Building, Technical Assistance and Implementation Support that took place at ICAO Headquarters yesterday. Building on the inaugural Dialogue, participants discussed EU-funded projects, most of which are implemented by the European Aviation Safety Agency (EASA), reviewed progress in enhancing coordination, developing joint initiatives, exchanging expertise, and avoiding duplication of efforts across implementation support activities. Discussions also highlighted the importance of regular technical and regional engagement in maximizing the impact of assistance provided to States.

Through this continued collaboration, we are:

  • Strengthening coordination of implementation support activities;
  • Advancing initiatives that support the effective implementation of ICAO Standards and Recommended Practices (SARPs); and
  • Expanding support to help States build safer, more secure, and sustainable aviation systems.

This meeting reinforced our shared commitment to a ensure that all States have access to the assistance and resources needed to implement international aviation standards and recommended practices. We want to extend our appreciation to the European Union for its continued partnership and commitment to strengthening aviation systems and supporting the sustainable development of international civil aviation.
