In an impressive display of teamwork and expertise, the Air Traffic Management (ATM) Infrastructure Operations Capability Building Project in the Lao People’s Democratic Republic (Lao PDR) has achieved remarkable results. Over the course of 8 months, from October 2022 to May 2023, the Department of Civil Aviation Lao (DCAL) collaborated closely with Lao Air Navigation Services (LANS), the Civil Aviation Administration of China (CAAC) partnered with CAAC Air Traffic Management Bureau (ATMB), and the ICAO APAC Office to bring about this success.
The project focused on two main components: onsite support and technical evaluation. During the onsite support phase, four subject matter experts (SMEs) lent their expertise to address 11 CNS systems across seven sites, training 55 LANS technicians. The project achieved impressive numbers, including 416 class hours for 708 attendances, 70 handouts, 80 daily/weekly reports, 15 examinations, 53 Standard Operating Procedures (SOPs), and four recorded demonstration videos on operating equipment. The ATMB expert group conducted a thorough technical evaluation, identifying gaps and providing proposals to enhance the CNS/ATM operations and maintenance capability of LANS.
To ensure smooth coordination and effective management, the ICAO APAC Regional Office organized thirteen weekly online coordination meetings, actively engaging with Lao PDR’s requirements and developing work plans. Thanks to the collaborative spirit and hard work of LANS and ATMB, the LANS technicians experienced a significant improvement in their technical skills, gained confidence in handling systems, and became proficient troubleshooters. This accomplishment not only bolstered the capability of Lao ANSP in maintaining the CNS/ATM infrastructure but also enhanced CAAC ATMB’s ability to support other APAC Member States in their CNS/ATM infrastructure implementation and operation.
Additionally, the project strengthened the relationship between ICAO RO and LANS in the realm of CNS/ATM infrastructure. Furthermore, it forged a robust partnership between ICAO RO and China ATMB, providing invaluable support for regional initiatives through expertise and other resources.
