One of the important outcomes from the Ninth Meeting of the Asia Pacific Accident Investigation Group (APAC-AIG9) convened on 27-28 October 2021 was the development of memorandum of understanding (MoU) template between Search and Rescue (SAR) Authority and Accident Investigation Authority for States to consider enhancing cooperation between national SAR services and national accident investigation authorities, focusing on enhancing cooperation in various areas. The meeting encouraged the States/Administrations to develop an MoU between the States/Administration’s SAR Services and the Accident Investigation Authority to ensure smooth cooperation and coordination between the two agencies in the aftermath of an accident at sea.
A recent significant development took place in Thailand, where the State formalized the MoU, signifying a noteworthy milestone in their collective pursuit of enhancing aviation safety in the Asia-Pacific region. The signing ceremony was witnessed by a representative from the International Civil Aviation Organization Asia Pacific Regional Office (ICAO APAC), who commended the commitment and dedication of the State.
The objective of this MoU was to establish a cooperation framework between the Accident Investigation Division of the Aircraft Accident Investigation Committee (AAIC), the National Search and Rescue Center (Office of NSARC), and the Civil Aviation Authority of Thailand (CAAT) encompassing cooperation in crucial aspects such as accident and incident notification, SAR operations for distressed aircraft, investigation of accidents and incidents, safety data exchange, and human resource development. Its primary objectives are to enhance aviation safety, prevent accidents and serious incidents, and minimize loss of life and property damage in accordance with ICAO Standards and Recommended Practices.
The signing of the MoU in Thailand marks a significant step towards achieving these objectives. By fostering cooperation, sharing information, and strengthening human resources, the State aim to create a safer aviation environment.
