ICAO’s Asia and Pacific Regional Office is pivotal in enhancing aviation safety and regulatory compliance through the Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP CMA). Two audits were carried out in the first half of 2023 with two experts in the area of aircraft operations (OPS) and aerodromes and ground aids (AGA) participating in the audit of the Republic of Uzbekistan from 17 to 29 May 2023, and one expert in aircraft operations (OPS) participated in the audit of Canada from 31 May to 14 June 2023.
The USOAP CMA programme monitors Member States’ safety oversight capabilities and fosters global harmonization of aviation safety standards. Through this systematic and transparent evaluation process, the effectiveness of each Member State’s regulatory framework, organization, and safety oversight system is thoroughly assessed.
In the audits, two APAC experts specializing in aircraft operations (OPS) and aerodromes and ground aids (AGA) were part of the team that evaluated the Republic of Uzbekistan. Concurrently, another APAC expert in aircraft operations (OPS) contributed to the assessment of Canada’s aviation safety measures.
The active involvement of ICAO APAC in these audits underscores ICAO APAC unwavering commitment to supporting Member States in upholding the highest standards of aviation safety. These assessments offer a unique opportunity to assess the effectiveness of aviation safety practices, identify potential areas for improvement, and facilitate knowledge sharing among Member States. The USOAP CMA programme strengthens the safety oversight capabilities of participating countries. By working closely with Member States, ICAO can help to improve safety management systems, enhance the aviation industry’s overall safety performance, and minimize the risk of accidents and incidents.
In response to ICAO APAC’s participation in the audits, aviation authorities in the Republic of Uzbekistan and Canada appreciated the support and expertise provided by the organization. Both countries acknowledged the significant role played by ICAO in promoting global aviation safety and its dedication to assisting Member States in maintaining compliance with international aviation standards.
These audits serve as a vital mechanism for ensuring that aviation safety remains a top priority for all Member States.
