Cooperative Development of Operational Safety and Continuing Airworthiness Programme (COSCAP) – South Asia Updates

In February 2020, COSCAP SA delivered the “last” (in 2020) face-to-face training sessions in India and Nepal. These courses involved Executive Management – SMS/SSP Seminars and SPI/SPT workshops. It was the first time such training had been conducted within these States, therefore, was much needed and appreciated by all. Upon completion of this training, the pandemic was hitting the world hard.
Due to the pandemic and associated travel restrictions, everybody had to adjust in the manner of doing business – COSCAP SA was no exception!
The COSCAP SA arranged different types of training for Member States that could be carried out online. These types of training involved online CBT training and ZOOM Webinars. The following online training was arranged accordingly:
- 100 GRF online CBT courses geared for Aerodrome and FOI inspectors and associated industries
- 85 PBN online CBT courses for ANS and OPS inspectors in various areas such as PBN – ATC; PBN-Pilots; PBN-Overview; PBN – Approach Design; and PBN –OPS Approval
- Five OPS Webinars involving: ICAO Annexes for OPS; Low Visibility Operations (LVO); Reduced Vertical Separation Minima (RVSM), Extended Diversion Time Operations (EDTO) and Electronic Flight Bag (EFB)
- Five AIR Webinars involving: ICAO Annexes for AIR; The Airworthiness Organization; Initial Airworthiness Activities; Continuing Airworthiness Activities; and Certification – five phases and OPS SPECS (AIR).
The Webinars were three hours long and delivered to all APAC COSCAP (South Asia, South East Asia and North Asia) Member States. Attendance averaged out to approximately 125 participants from 16 Member States within the APAC region. Thus, a total of approximately 1250 CAA personnel received training within a five-week period! It was a great success and now there are plans to hold webinars in the areas of Aerodrome (AGA) and ANS in the near future.
In addition to the above, the COSCAP SA provided support to Member States in the COVID 19 Emergency procedures such as the completion of the CCRD and assistance in conducting associated safety risk assessments accordingly.
The COSCAP SA CTA is also an active member of the Safety Sub-group of the APAC COVID-19 Contingency and Recovery Planning Group. This allows the COSCAP SA to keep abreast and current on all ICAO safety-related activities related to the transition and post-pandemic recovery phases of the aviation industry.
