Aviation must be inclusive. As global air transport continues to evolve, we are committed to helping every State realize the full benefits of safe, secure, and sustainable aviation through our No Country Left Behind (NCLB) initiative. Through the last decade, NCLB has strengthened states’ regulatory capacity and oversight, advancing long-term aviation development through the enhancement of safety, security, and regulatory and physical infrastructure.
During the 2025 ICAO General Assembly, Member States reaffirmed their commitment to ensuring that No Country is Left Behind in achieving ICAO’s Strategic Goals. Building on this momentum, we launched the Global Appeal 2026–2028, an essential component of our resource mobilization efforts. The Appeal outlines a comprehensive funding framework that was designed to accelerate the implementation of global aviation priorities — from safety and security to sustainability and innovation — through strengthened partnerships with States, industry, and donor institutions. We held our first ever High-Level Pledging Event on 24 September 2025 as part of the programme of the 42nd session of the ICAO Assembly. The event resulted in 14 countries and 2 corporations committing funding for progress under ICAO’s Long-Term Strategic Plan, which foresees zero fatality and net-zero carbon emissions in air transport for everyone by 2050.
Commitments came from Australia, Canada, France, Italy, Kazakhstan, Malaysia, Mongolia, Nigeria, Republic of Korea, Saudi Arabia, Switzerland, United Arab Emirates, United Kingdom and the European Union. Airbus and Boeing also pledged support.
The pledges, that came in response to ICAO’s Global Appeal 2026-2028, will help us drive progress with our Strategic Plan’s NCLB goals by supporting regional capacity building, training scholarships, and the Next Generation of Aviation Professionals (NGAP) programme.
