Enhancing the civil aviation safety oversight system in the Republic of Congo

One of our key priorities at ICAO is to ensure that aviation operations meet the highest standards for safety, security, and compliance with Standards and Recommended Practices (SARPs), ICAO’s Capacity Development and Implementation Programme provides advice and assistance in developing and implementing projects across the full spectrum of civil aviation covering safety, security, environmental protection, and sustainable development. The Programme is conducted under the broad policy guidance of the ICAO Assembly and of the Council.

ICAO’s Implementation support assists States in understanding and effectively implementing ICAO Standards and Recommended Practices. We have a wealth of technical and managerial expertise that can address their specific needs and challenges, and we have teams of experts who collaborate closely to provide a wide range of services, from assessing and optimizing your national civil aviation institutions’ structure to modernizing airport infrastructure and operations.

We understand that securing funding for aviation projects can be a daunting task so we also provide support to States in this area. Our resource mobilization strategy is designed to support global aviation plans and activities to ensure successful outcomes.  We work to diversify the donor base, providing Member States with access to a wider range of funding opportunities. Whether they need to transform their civil aviation systems or enhance their implementation of SARPs, we are here to help them achieve their goals.

In one of our recent ICAO capacity-building projects, the Republic of Congo received assistance from four experts in the areas of aerodromes, personnel licensing, air navigation services, and accident investigation. It was a project that resulted in the certification of Brazzaville Airport, the conduct of trainings sessions benefiting 250 participants, and the development and implementation of draft regulations, guidance materials, checklists, training programme and plan, surveillance plans, among others.

This important project was generously funded by the China South-South Cooperation Assistance Fund, and represented a collaborative effort aimed at enhancing the safety oversight system of the Republic of Congo. It focused on consolidating the achievements of the State, and building sustainable capacity to support the aviation industry and the growing air traffic within the country.

After  debriefing workshop concluded in Brazzaville on 17 November 2023 and ICAO is proceeding to close the project.

The China South-South Cooperation Assistance Fund is a financial mechanism established by the People’s Republic of China to support international development projects and initiatives among developing countries. In relation to ICAO, it can be used to provide financial assistance to for civil aviation-related projects aimed at enhancing safety, security, environmental protection, and sustainable development within the aviation sector. This fund can contribute to capacity-building efforts and infrastructure development in the field of civil aviation, aligning with ICAO’s mission to promote global aviation standards and cooperation.
