The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is the world’s first global market-based measure designed to address carbon dioxide (CO₂) emissions from international aviation. Developed by ICAO through Member States, CORSIA enables countries to address emissions from international flights through a single, globally harmonized framework, helping to avoid a patchwork of different national and regional requirements.
As Member States move from planning to implementing climate measures, ICAO is calling for closer cooperation to ensure that efforts remain aligned through CORSIA and avoid fragmented national or regional approaches.
Supported unanimously during the most recent ICAO Assembly, CORSIA provides airlines with a fair, transparent, and consistent framework for meeting their obligations while supporting a level playing field across international markets.
Working together through ICAO helps maintain global alignment, strengthening confidence among participating States while reducing unnecessary complexity for airlines. A harmonized approach also encourages investment in cleaner technologies and sustainable aviation fuels, supports innovation, and allows climate action to be implemented more efficiently and cost-effectively.
CORSIA forms one pillar of ICAO’s broader strategy to reduce emissions from international aviation, alongside cleaner energies, technological innovation, and operational improvements. Together, these measures support the sector’s transition toward net-zero carbon emissions while preserving the connectivity on which economies and communities around the world depend.
