The United Kingdom’s contributions to aviation safety, sustainability, and ICAO’s transformation

One of our important priorities at ICAO is our mission to ensure that No Country is Left Behind, where partnerships with Member States and international organizations play a critical role. Through our Resource Mobilization Strategy (the document is shared below), we work with key stakeholders across the globe to secure the financial and technical resources needed to support capacity development, implementation assistance, and transformative aviation projects. These contributions not only strengthen the foundation for safe, secure, and sustainable aviation, but also help States align with the broader United Nations Sustainable Development Goals—making aviation a powerful driver of inclusive growth and global development.

These partnerships go beyond funding—they reflect a shared commitment to strengthening the global aviation system and advancing common development goals. By working closely with donors and development partners, we can design high-impact initiatives that are responsive to the diverse needs of States and regions. Whether supporting improved safety oversight, accelerating the deployment of sustainable aviation fuels, or strengthening institutional capabilities, each contribution helps build a more inclusive, resilient, and future-ready aviation sector.

Demonstrating their continued commitment to global aviation progress, the Government of the United Kingdom (UK) announced a voluntary contribution of approximately CAD 2.2 million to support key pillars of ICAO’s Strategic Plan. This generous support will advance our work on aviation safety, environmental sustainability, and Secretariat transformation—critical enablers of ICAO’s vision for zero fatalities and net-zero emissions by 2050.  The funding will also enable the digital and organizational transformation of the Secretariat, which is key to the plan’s implementation.

ICAO’s Strategic Plan 2026–2050 calls for zero fatalities and net-zero emissions air connectivity for everyone, everywhere. The contribution announced today demonstrates the UK’s continued strong support for this mission.

The UK contributions will specifically support the establishment of the ICAO Finvest Hub, a key initiative supporting ICAO’s Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) Programme. With ICAO analysis showing that SAF could deliver over half of the reductions needed to achieve net zero, this programme was created to unlock financing mechanisms for SAF deployment worldwide.

Beyond environmental initiatives, the United Kingdom’s funding will enhance support for global aviation safety oversight, provide targeted capacity-building assistance in the North American, Central American and Caribbean (NACC) region, with a focus on the CARICOM states.
