Resuming on-site Combined Action Team Aviation Security Missions in Timor Leste

ICAO’s ‘No Country Left Behind’ (NCLB) initiative highlighted ICAO’s effort to assist States in implementing ICAO Standards and Recommended Practices (SARPs). The NCLB initiative also promoted ICAO’s efforts to resolve Significant Safety Concerns brought to light through ICAO Safety Oversight Audits and provide direct assistance to developing countries by playing more active coordination role between States and to generate the political will needed for States to pool resources and participate in regional efforts.

One of the outcomes of the PIRG–RASG Global coordination Meeting held in 2015 in Montreal, Canada, was that the elected Chairpersons of PIRG & RASG were tasked with being champions and accountable for their region’s progress and achievements, including promoting the ‘No Country Left Behind’ campaign. Planning and related work programme adjusted to ensure; no Country Left Behind’ where ICAO assistance and State implementation capacities are concerned.

To realize the objectives of the NCLB campaign, the ICAO APAC Office has established the Combined Action Teams (CAT) comprising of Subject Matter Experts drawn from ICAO Regional Office, COSCAPs and Member States. The goal was to ensure, based on the USOAP Audit results, that the average of Effective Implementation (EIs) of the Asia Pacific Region would improve.

The APAC RO delivered an onsite Combined Action Team – Aviation Security (CAT-AVSEC) technical assistance mission to Timor-Leste in September 2022.

The mission team was warmly welcomed by the Civil Aviation Authority of Timor-Leste (ACCTL, I.P), the Airport Authority (ANATL. E.P.) and several AVSEC agencies operating at the  President Nicolau Lobato International Airport (PNLIA).

The objectives of the mission were to work with these agencies to improve their AVSEC systems and operations, covering aspects on the Critical Elements (CEs) 1 – 5 of the State’s AVSEC Oversight system, and paying particular focus on the implementation of security measures as reflected under CEs 6 to 8.
