A farewell to three ICAO Asia Pacific Regional Office staff members

Recently the ICAO’s APAC family has to say goodbye to three dedicated members who have served for many years: APAC ATM Regional Officer, Mr. Leonard C. Wicks,  Mr. Kong Cheong Tuck who was a Seconded Officer from the CAA in Singapore, and the Seconded Officer from Hong Kong CAD, Mr. Steven Ka Ho Pang. 


With a heavy heart, ICAO’s APAC Regional Office has to bid farewell to a dear friend and colleague, Mr. Leonard C. Wicks.

For ten years, Mr. Wicks has dedicated his work to advancing the safety, capability, capacity, and efficiency of Air Navigation and Search and Rescue Services in the Asia/Pacific Region.

His achievements in major ICAO activities, such as the Universal Safety Oversight Audit Programme, regional air navigation services planning, inter-regional cooperation, resolving challenging safety issues, and contributions to the organization have been exemplary.

The APAC family wishes Mr. Wicks all the success and happiness in his new endeavors.


The APAC Regional Office would like to thank Mr. Kong Cheong Tuck (Kong) for his achievements and dedication in promoting aviation safety in the Asia/Pacific Region and the civil aviation community. 

Mr. Kong spent nine years of his secondment term as a Flight Safety Expert before returning to CAA Singapore last April. The APAC Regional Office acknowledges his expertise and tremendous contributions to the APAC Member States and will remember him with warm thoughts and fond memories.

The APAC Regional Office is grateful to Mr. Steven Ka Ho Pang for his valuable contributions throughout the years. 

Mr. Pang joined the ICAO APAC Office in September 2019. After performing many roles over the years, such as Regional Officer, Aerodromes and Ground Aids, he was seconded from the Civil Aviation Department of Hong Kong until late March 2021. 

Mr. Pang contributed to many ICAO APAC AGA’s activities and provided support to various ICAO APAC meetings. Moreover, he established the Asia Pacific Aerodrome Directory, facilitated the amendment of Tables AOP I-1 and II-1 of Asia-Pacific Regional Air Navigation Plans, conducted WHM Webinar and provided technical assistance to ICAO/COSCAP-SEA missions to Pakistan, Philippines and Thailand in the AGA area. 

The Regional Office wishes Mr. Pang all the best and great success in his career and personal life.
