Every year, the ICAO Council publishes an Annual Report to the Assembly, providing Member States and the wider aviation community with a comprehensive overview of our work and progress in implementing the priorities established by ICAO’s governing bodies. The report is submitted in accordance with Article 54 of the Convention on International Civil Aviation and serves as an important record of the actions taken to advance safe, secure, sustainable and economically viable international aviation.

Elected by ICAO’s 193 Member States during each Assembly, the 36-member ICAO Council provides strategic oversight of the Organization and guides our work between Assembly sessions. The 2025 Annual Report reflects a pivotal year in which the Council helped lay the groundwork for the decisions that were taken during the 2025 ICAO Assembly, setting the course for the implementation of ICAO’s Strategic Plan 2026–2050.

We’re sharing the newly released report below and providing insight into how ICAO successfully set the stage for the unprecedented consensus during the 2025 ICAO Assembly, which unanimously passed 32 resolutions in support of ICAO’s strategic vision of air transport for all by 2050, with zero fatalities and net-zero carbon emissions.

The 2025 Annual Report details actions taken to address safety and security risk reduction, including the endorsement of updated global safety and navigation plans, the adoption of concrete targets aimed at preventing accidents, and strengthened oversight of risk management, accident investigation, and aviation security.

Important steps are outlined in climate action, such as reinforced commitments to decarbonization, support for innovative monitoring and reporting tools, and expanded adoption of sustainable fuels.

Also featured are ICAO’s initiatives to advance accessibility, capacity building, and resilience, ensuring that the benefits of safe and sustainable air transport can be extended to all regions of the world. The efforts reviewed in the report include developments in legal frameworks, disaster risk reduction, accessibility, human trafficking prevention, as well as the emergence of new policies on innovation and professional development.
