Saudi Arabia provides funding to ICAO to ensure “No Country is Left Behind”

One of our important priorities at ICAO is our mission to ensure that No Country is Left Behind, where partnerships with Member States and international organizations play a critical role. Through our Resource Mobilization Strategy (the document is shared below), we work with key stakeholders across the globe to secure the financial and technical resources needed to support capacity development, implementation assistance, and transformative aviation projects. These contributions not only strengthen the foundation for safe, secure, and sustainable aviation, but also help States align with the broader United Nations Sustainable Development Goals—making aviation a powerful driver of inclusive growth and global development.

These partnerships go beyond funding—they reflect a shared commitment to strengthening the global aviation system and advancing common development goals. By working closely with donors and development partners, we can design high-impact initiatives that are responsive to the diverse needs of States and regions. Whether supporting improved safety oversight, accelerating the deployment of sustainable aviation fuels, or strengthening institutional capabilities, each contribution helps build a more inclusive, resilient, and future-ready aviation sector.

Saudi Arabia will provide USD 1 million to support the No Country Left Behind goal in ICAO’s Long-Term Strategic Plan.

His Excellency Saleh Al-Jasser, Minister of Transport and Chairman of the General Authority of Civil Aviation of Saudi Arabia, formally presented the commitment to ICAO Secretary General Juan Carlos Salazar during the recent 42nd Session of the ICAO Assembly, held from 23 September to 3 October 2025.

This funding will support needs-based projects that strengthen States’ capacity to implement ICAO Standards and Recommended Practices, helping ensure that all countries can participate in, and benefit from, safe, secure, and sustainable air transport.
