LIVE STREAM: United Nations Special Meeting of the Counter Terrorism Committee in Aviation

Terrorist groups perceive attacks against international civil aviation as an effective way to cause substantial loss of life, economic damage and disruption. Because of the global and interconnected nature of the international civil aviation industry, Member States of all regions are potentially vulnerable to such attacks.

In its resolution 2309 (2016), the Security Council identified a number of steps to be taken by Member States to strengthen their implementation of the Standards and Recommended Practices (SARPs) of the International Civil Aviation Organization (ICAO). The Council has also expressed particular concern that terrorist groups may be actively seeking ways to defeat or circumvent international civil-aviation security measures and to identify and exploit perceived gaps or weaknesses, and stressed the need for States to introduce appropriate countermeasures. In its resolution 2341 (2017), the Council recognizes the urgent need to ensure reliability and resilience of critical infrastructure and to protect it from terrorist attacks, whether for reasons of national security or public safety, or to prevent economic harm.

As part of its continuous work and as a direct follow-up to Security Council resolution 2309 (2016) in which the Council requested the Counter-Terrorism Committee (CTC) to hold a special meeting in cooperation with ICAO, the CTC will organize a special meeting on “Terrorist threats to civil aviation.” Taking place at United Nations headquarters, on Friday 7 July 2017, in Conference room 3, from 3:00pm to 6:00pm, the special meeting is open to Member and Observer States, members of the media including photographers with valid accreditation, United Nations staff and interns, UN entities, intergovernmental organizations, and specialized agencies, as well as invited guests with a valid UN grounds pass.
