The ICAO Assembly has elected this new Council for a three-year term

The 42nd Session of the General Assembly of the International Civil Aviation Organization completed the election of its new Council today. The 36-member Council is the governing body of ICAO and is elected for a three-year term.

The Council is a permanent body of the Organization responsible to the Assembly. In the election, adequate representation is given to States of chief importance in air transport, States not otherwise included that make the largest contribution to the provision of facilities for international civil air navigation and States not otherwise included whose designation will ensure that all major geographic areas of the world are represented on the Council.

Each Contracting State that stood for election to the Council  informed, in writing, the Secretary General who, during the opening of the session, published a list showing the names of these States. The first two parts of the election were held on 27 September 2025.


The following 36 States will form the new ICAO Council:
Part I – States of chief importance in air transport:
Australia, Brazil, Canada, China, France, Germany, Italy, Japan, the United Kingdom, and the United States.


Part II – States which make the largest contribution to the provision of facilities for international civil air navigation:

Argentina, Colombia, Denmark, Egypt, India, Mexico, Nigeria, Saudi Arabia, Singapore, South Africa, Spain, and Switzerland.


Part III – States ensuring geographic representation:
Angola, Belize, Cuba, Ecuador, Equatorial Guinea, Malaysia, Mali, Morocco, Poland, Qatar, Republic of Korea, Uganda, the United Arab Emirates, and Uruguay.
