Aviation must be inclusive. Through our No Country Left Behind (NCLB) initiative, we work to ensure every State can realize the full benefits of safe, secure, and sustainable aviation. Launched in 2014 to support the effective implementation of ICAO Standards and Recommended Practices (SARPs), NCLB is now a formal Strategic Goal in ICAO’s 2026–2050 Strategic Plan, reflecting ICAO’s commitment to sustainability, digital transformation, innovation, and economic resilience — while ensuring these opportunities are accessible to all.
This collaboration will help ICAO Member States advance their digital transformation journeys and more rapidly realize the social and economic benefits that air transport brings.
Under the terms of the agreement, Amadeus will contribute its technical expertise, share knowledge, and support initiatives to foster innovation in aviation and travel, in alignment with ICAO policies, strategies, plans, standards, and specifications. Amadeus will support this effort by leveraging its experience in travel technology, digital identity, biometrics, and data management — areas that are increasingly vital to the modernization of air transport systems. It is collaboration that focusses on:
- Capacity-building and technical assistance to states to enhance their implementation of ICAO standards and specifications.
- Promoting the interoperability of biometrics between countries, consistent with ICAO Doc 9303 and TRIP Roadmap
- Training programmes focused on the technical and regulatory aspects of digital identity and biometrics in travel, incorporating best practice and leading examples of tech-enabled aviation and border control processes to accelerate the work of ICAO members.
Through partnerships like this, ICAO continues to lead collaboration and cooperation in support of continuous capacity building and implementation support, enabling States to strengthen safety, security, efficiency, and sustainability — and ensuring that the benefits of aviation development are shared by all.
