Middle East Region: January to June 2019 Missions

The ICAO Regional Office that is based in Cairo, Egypt is responsible for serving 15 Contracting States:  Bahrain, Egypt, Islamic Republic of Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Oman, Qatar, Saudi Arabia, Sudan, Syrian Arab Republic, United Arab Emirates and Yemen.

To ensure interregional coordination, ICAO’s MID Office promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions, as well as Standards and Recommended Practices (SARPs) and the MID Air Navigation Plan (ANP) provisions in these States. A safe, secure, economically viable and environmentally friendly air transport system is the ultimate goal of ICAO and all Member States. Coordinated efforts, through outreach and missions, help to ensure this goal is achieved. These are the missions that took place in the MID Region from in the first half of 2019 that support this work.


AVSEC Certification System Workshop and CASP-MID Workshop
Riyadh, Saudi Arabia, 11-14 February 2019

Guidance was provided to the Training and Certification Directorate, GACA/Saudi Arabia, on how to improve the AVSEC Certification System in line with the National Aviation Security Training Programme (NCASTP).

The MID-SECFAL Plan and Roadmap were reviewed and discussed in detail with CASP-MID Member States to begin developing their own implementation roadmap. The States were encouraged to draft their own implementation roadmaps according to their priorities and capabilities. CASP-MID Member States agreed to share them with the ICAO MID Office by May 2019.


Surveillance/MICA Workshop
Cairo, Egypt, 26-28 February 2019

The Surveillance/Mode S Interrogator Code Allocation (MICA), pictured at the top of this page, was held at the ICAO Middle East Regional Office in Cairo, Egypt, from 26 to 28 February 2019. The meeting was attended by 25 participants from five MID States (Egypt, Iran, Iraq, Qatar and Sudan) and two organizations (IFATCA and EUROCONTROL).


ACAO/ICAO ATFM Workshop, ATMF TF/2 and FWC2022 TF/2
Casablanca, Morocco, 17-20 March 2019

The Arab Civil Aviation Organization (ACAO) and International Civil Aviation (ICAO) Joint Air Traffic Flow Management (ATFM) Workshop, The Second Meeting of the Air Traffic Flow Management Task Force (ATFM TF/2) and the Second Meeting of the FIFA World Cup 2022 Task Force (FWC2022 TF/2) were  hosted by the Arab Civil Aviation Organization (ACAO).

The Workshop was attended by 60 participants from 12 States (incl. Algeria, Brazil, Egypt, India, Iraq, Morocco, Oman, Qatar, Saudi Arabia, Tunisia, UAE and USA), and six International Organizations (incl. ACAO, CANSO, EUROCONTROL, IATA, IFATCA and ICAO), as well as three industry representatives.


Aviation Security Implementation Plan (ASIP)
Baghdad, Iraq, 17-21 March 2019

As part of phase one of the ASIP-Iraq, a National Civil Aviation Security Programme (NCASP) Workshop was conducted in Baghdad, Iraq. The five-day workshop reviewed the current NCASP and updated its provisions according to the latest amendment of Annex/17 Security.


Safety Management Capacity Building Workshop
Cairo, Egypt, 24-28 March 2019

The Safety Management Capacity Building Workshop was held at the ICAO MID Regional Office, Cairo, Egypt, 24-28 March 2019. The Workshop was designed to provide State personnel involved in the implementation of safety programmes with the skills required to perform their role effectively. The workshop was attended by 15 participants, from five States (Egypt, Morocco, Saudi Arabia, Sudan and Yemen), and one organization (WFP).


Risk Management Workshop
Amman, Jordan, 10 April 2019

The Risk Management Workshop was conducted in Amman, Jordan on 10 April with participation of 20 aviation experts from five MID States (Iraq, Jordan, Oman, Qatar and Saudi Arabia).
The workshop provided knowledge on the Risk Management Framework, Threat Assessment and Risk Assessment Methodology.


CNS Mission
Kuwait, Kuwait 10-13 March 2019

The ICAO MID Office conducted a mission to Kuwait from 10 to 13 March 2019. The main objectives of the mission were to address issues related to CNS, preparation for SITA integration in the MID Region, the National Surveillance Plan and GNSS interference, in addition to providing hands-on training in the use of the ICAO Frequency Finder tool.


State Safety Programme (SSP) Workshop

Cairo and Amman, 10-20 June 2019

The ICAO MID Office conducted two State Safety Programme Workshops within the region. First one took place in Amman between 10-14 June 2019 and was attended by 25 participants from Jordan CAA and different service providers. The second Workshop was organized in Cairo between 16-20 June 2019 and was attended by 27 participants from the Egyptian CAA.
